Clinton County Board of Zoning Appeals to Hold Public Hearings August 25

The Clinton County Area Board of Zoning Appeals

The Clinton County Area Board of Zoning Appeals will meet Tuesday, August 25, 2026, at 6 p.m. at the Clinton County Annex Building, County Meeting Room, located at 2 E. Washington Street, Suite 105, Frankfort.

The meeting will include three public hearings concerning zoning requests for properties in Clinton County and the Town of Mulberry.

The agenda includes the following applications:

Application #CC-2026-00642. Docket #33-26-VA Petition of Ricky Snodgrass, 12847 E. Pickard Road, Kirklin, IN is requesting a Variance to allow construction of a new replacement dwelling that will sit no closer than 35’ from the edge of the E. Pickard Road right-of-way instead of the required 50’, in the R-1, Rural Residential, Zoning District. The petition site is located in Section 35, Township 21 N, Range 2 E, on the South side of E. Pickard Road, between S. County Road 1200 E and S. County Road 1300 E, in Sugar Creek Township, located at commonly known as: 12847 E. Pickard Road, Kirklin, IN.

Application #CC-2026-00660. Docket #34-26-SE Petition of George & Theresa Turner, 6501 N. County Road 300 W, Frankfort, IN are requesting a Special Exception to allow construction of an accessory apartment in an accessory structure on the same parcel as an existing primary dwelling, (Use 3.10 on Table A), in the A-1, Agricultural, Zoning District. The petition site is located in Section 5, Township 22 N, Range 1 W, on the East side of N. County Road 300 W, between W. County Road 600 N and W. County Road 700 N, in Owen Township, located at commonly known as: 6501 N. County Road 300 W, Frankfort, IN.

Docket #35-26-VA Petition of John Smith, PO Box 154, Mulberry, IN is requesting two Variances to allow construction of an addition of a 7’ X 7’ roof onto the front of the dwelling over the existing porch that will be 12’ from the edge of the E. Madison Street right-of-way instead of the required 15’ and an addition of a 12’ X 15’ sunroom onto the rear of the dwelling that will only be 14’ from the North property line instead of the required 25’, in the R3, Medium Density Residential, Zoning District. The petition site is located in Section 20, Township 22 N, Range 2 W, on the North side of E. Madison Street, between S. Madison Street and S.Clinton Street/Jefferson Road, in the Town of Mulberry, located at commonly known as: 422 E. Madison Street, Mulberry, IN.

Following the public hearings, the board’s agenda includes new business and an announcement of its next meeting, scheduled for September 1, 2026.

The Board of Zoning Appeals notes that with a 48-hour notice, Clinton County will provide appropriate aids and services to allow for effective communications for qualified persons with disabilities so they can participate equally in programs and services.

The board has also determined that the chair must reserve the right to limit the time of any discussion or debate and to terminate discussion whenever it is deemed to be at an impasse or takes an inflammatory or derogatory direction. Name-calling, profanity and boisterous language will not be tolerated.

The board reserves the right to change any item on the agenda by order of priority or to discuss any item it deems to be of special interest to the participating audience.

Any material, papers or photos entered for evidence will become part of the record and must remain in the files of the Area Plan Commission.

The public hearing portion of the meeting will provide an opportunity for interested parties to address the Board of Zoning Appeals regarding the applications.
