INDOT to Host Public Hearing Regarding Proposed S.R. 28 Road Reconstruction in Frankfort, Clinton County

The Indiana Department of Transportation (INDOT) announces a proposed road reconstruction project on State Road (SR) 28, from 1.7 miles west of SR 39 to 0.7 east of SR 39, 2.4 miles in length, located in the Clinton County. A local reference for the project is approximately CR 200 W. to South Hoke Avenue in the City of Frankfort, Indiana.

INDOT will host a public hearing on Thursday, September 26, 2019, at 6:00 p.m. in the cafeteria at the Frankfort High School, 1 South Maish Road, (Enter Door #1), Frankfort, IN 46041.

The purpose of the project is to enhance safety and address pavement conditions within the corridor. The main features of the project proposes to resurface or reconstruct portions of SR 28 from CR 200 W east to Jackson Street, the addition of a right turn lane from westbound SR 28 to northbound Jackson Street, and then continue with the reconstruction of SR 28 from Jackson Street eastward to Hoke Avenue.

The project will include the addition of dedicated left turn lanes on SR 28 at Clay Street, the reconstruction of the storm water system, reconstruction of sidewalks to be American with Disabilities Act (ADA) compliant on the south side of SR 28 from West Street to Hoke Avenue and a shared use path on the north side of SR 28 for the total length of the project. An estimated 0.3 acre of new right-of-way is proposed to be acquired. The project does not involve any residential or commercial displacement. The preliminary maintenance of traffic plan is to maintain one direction of traffic through the project limits during construction. Access to all adjacent properties will be maintained during construction.

Disruption of emergency services and school bus routes may occur but will be notified prior to any construction that would block or limit access. The environmental document includes information regarding community and environmental impacts related to the proposed project.

Verbal statements will be accepted during a public comment session for the official public record immediately following the formal presentation. Verbal comments may be restricted to time limitations based on the number of speakers.
