On Wednesday, the Howard County Coroner completed an autopsy at Howard Community Regional Health on Lashay R. Young-Beard. As a result of the autopsy her death has been ruled as a homicide from a single gunshot wound.
At the time of this release, KPD has arrested three individuals in relation to the overall investigation: Troy Lamar Wilson, Uriah M. Levy, and Steven B. Allen. This case is active and ongoing. Information on additional charges will be released as that information becomes available.
On Monday, at approximately 6:35 p.m., officers of the Kokomo Police Department responded to the 700 block of South Courtland Avenue on a report of “shots fired.” Upon arrival, officers located a female victim in the back yard of 703 South Courtland. The victim, later identified as Lashay R. Young-Beard, age 25, of Kokomo.
As the responding officers cleared the residence of 703 South Courtland, a 24-year-old male victim was located in the bathtub of the residence. The male victim, identity withheld at this time, was bound with duct tape on his mouth, and binding his wrists and ankles. The male reported to investigators that he had been confined at that residence for 11 days. He reported that individuals known to him and Young-Beard had confined, battered, and burned him with hot water at that residence over a period of days. The male victim is in stable condition at the time of this release.
Young-Beard was pronounced deceased at the scene by Howard County Coroner at 7:02 p.m.
As a result of this investigation, investigators obtained arrest warrants from Howard County Superior Court II for the arrest of the following individuals:
Troy Lamar Wilson, age 31, of Kokomo
- Criminal Confinement (2 Counts), a Level 3 felony
- Aggravated Battery (2 Counts), a Level 3 felony
Uriah M. Levy, age 30, of Kokomo
- Criminal Confinement (2 Counts), a Level 3 felony
- Aggravated Battery (2 Counts), a Level 3 felony
Steven B. Allen, age 28, of Kokomo
- Aiding, Inducing, of Causing Criminal Confinement (2 Counts), a Level 3 felony
All three suspects have $500,000 bond with no 10% bondsman or credit cards allowed.
On Wednesday at approximately 5:21 p.m., investigators located Troy L. Wilson at 903 North Armstrong Street. Wilson was taken into custody without incident.
On Thursday, Steven Allen turned himself in to the Howard County Criminal Justice Center. Also, Uriah M. Levy has been arrested by KPD as a result of a tip from a citizen.
