CC Substance Use Team Releases Comprehensive Plan

The Clinton County Substance Use Team has released its 2018 Comprehensive Plan. The mission of the Clinton County Substance Use Team is to create a safe drug free community for all citizens of Clinton County. Its vision is to develop and implement a community comprehensive strategy plan to address prevention and treatment, with participation from law enforcement.

Partners include: COACH Kids, Clinton Prairie, Clinton Central, Community Schools of Frankfort, Healthy Communities, Center Township of Clinton County, United Way for Clinton County, QSource, The Bridge, Impact Mulberry Youth Group, Boys and Girls Club, Clinton County Youth, Youth Rise, Chamber of Commerce and City of Frankfort.

Mission statement: Awareness and prevention of substance use disorder through prevention education action items county wide and provide a measurable public awareness campaign to increase substance use disorder awareness and education to community members.

SMART goals:

  1. Supplement and/or provide curriculum, guest speakers and other materials for educators, youth leaders, mentors, stakeholders, community members, industrial leaders, and all county schools and youth serving organizations for education in the 2018-2019 school year.
  2. Designate Youth RISE! Youth Leadership Council (high school) and Infinity Youth Leadership (middle school) to empower students to educate their peers and implement a student led plan for school awareness in the 2018-2019 school year.
  3. A measurable public awareness campaign to start in the summer of 2018 with organization collaboration and programming.
  4. In partnership with law enforcement, continue to aggressively enforce and arrest individuals, especially the main suppliers for drug flow. Provide statistics to the team.
  5. In partnership with the Community Schools of Frankfort and law enforcement, get reports on the effectiveness of the school resource officer and how the team might be able to assist in prevention measures.

Partners for the Clinton County Substance Use Treatment Team Goals/Objectives include: Clinton County Health Department, Clinton County EMS, Healthy Communities of Clinton County, Center Township of Clinton County, Howard Regional, Clinton County Ministerial Association, New Life, The Way Out, NAMI, Wabash Valley Alliance, IU Health, Open Door, Frankfort Police Department, Frankfort Fire Department and City of Frankfort.

The mission statement is to continue to build our resources related to treatment and assist in harm reduction in Clinton County.

SMART goals:

  1. To expand the quality resources available in Clinton County at all levels, including but not limited to community based, transitional and residential settings within 24 months.
  2. Continue and expand harm reduction practices associated with Substance Use Disorder, including but not limited to Narcan Training, and distribution, drug and needle disposal and storage, and a reduction in prescribing rates within 12 months.
  3. Continue and expand wrap-around services available to support systems of person with Substance Use Disorder within 12 months.
  4. Through partnerships with law enforcement decrease the doctor shopping and reporting in Clinton County.
  5. Continue to provide Narcan through law enforcement, as a means of intervention.
  6. In partnership with law enforcement, continue to show a compassionate response to families and addicted individuals and breakdown stigmas associated with this issue.
