Commissioners Approve Overlay District for Solar Farm

The Clinton County Commissioners approved the Solar Overlay District for the proposed Hardy Hills Solar Project to be built near Kilmore Monday morning.

“This was just an approval of a rezoning,” said Commissioners President Josh Uitts. “There’s no approval of any project. There was no approval of any sort other than just saying we’re going to rezone it.”

Invenergy out of Chicago is the company which requested 1,777 acres to be rezoned for the potential project. The Area Plan Commission gave its approval for the overlay district on February 26. At that time, APC President Dan Sheets said the final vote on the project would come from the Commissioners.

The Commissioners tabled a discussion about the project at their March 17 meeting.

Commissioner Steve Woods said the earliest any project would begin is 2023.

In other news, Uitts announced he has formed an ad-hoc committee to determine what is and what isn’t essential businesses in the area. That committee consists of Frankfort Mayor Judy Sheets, Clinton County Sheriff Rich Kelly, Frankfort Deputy Police Chief Scott Shoemaker, Frankfort Municipal Utilities General Manager Todd Corrie and IU Health Frankfort Hospital President Kelly Braverman.

This is a result of the current COVID-19 pandemic that has hit the area, the country and the world.

Uitts added they are meeting soon to discuss this and hope to release something to the public as soon as possible.
