At approximately 4:09 p.m. on Thursday, February 16, Frankfort Police Department responded to a report of serious vehicle crash on State Rd 28 and County Rd 200 W in Frankfort. Upon arrival, officers and detectives observed a vehicle had crashed into a semi tractor-trailer. Witnesses stated the semi tractor-trailer was crossing State Rd 28 southbound on 200 W when the eastbound passenger vehicle struck the trailer driving under it. There were no skid marks.
Due to the critical condition of the passenger vehicle driver, 25-year-old Kapono Wood of Kokomo, was transported by Clinton County EMS to IU Frankfort Hospital where he was pronounced deceased. Clinton County Coroner Ed Cripe and his office responded.
Frankfort Police requested a certified crash reconstructionist from the Clinton County Sheriff’s Office as well as an Indiana State Police commercial vehicle inspector for the semi.
The semi tractor-trailer driver, 59-year-old, Protais Masumbuko of Dayton, Ohio was uninjured. Masumbuko failed to yield the right of way for eastbound traffic. Drugs nor alcohol appear to be a factor but standard toxicology tests were submitted and are pending results from the Indiana State Lab.
