Cynthia Lee (Pepper) Carter, 57, of Frankfort, died December 9, 2022. She was born July 7, 1965 in Schenectady, NY to Francis & Mary Pepper. Her marriages were to Gregory Williams and later, to Randall Carter.
Cindi had lived in Frankfort si
nce 2003. She had worked as a cashier for Speedway. She was of the Christian Faith. Cindi loved cleaning, relaxing, watching tv, gardening, flowers, tomatoes and just enjoyed being outdoors with nature.
She is survived by her children: Adrian Moss of Frankfort, Randy Williams of Ohio, Gregory Williams of Ohio, Rebecca Williams and Christine Williams of the USA, siblings: Francis Pepper and Beverly Carter and 13 grandchildren. She was preceded in death by her parents, brothers, Joseph, Donny, and Dale Pepper, and an infant daughter.
