Frankfort Narcotics Detectives Arrest Eight Drug Dealers Over Two Months

The Frankfort Police Department’s Narcotics Unit has completed a two month operation that culminated in the arrest of eight drug dealers and one other person arrested during a search warrant.

“I am really proud of the work of our narcotics investigators and of our officers who have assisted them,” stated Chief Scott Shoemaker.  “I am here to tell property owners like those owning Cooper Rentals/Smith Motel that we are not stopping.”

Four of the people arrested for dealing resulted from investigations at 1408 E Wabash St. There have been 64 police responses by Frankfort Police, Clinton County Sheriff and Clinton County Community Corrections personnel since it reopened in May 2023.

The following people were arrested after a two-month investigation by our narcotics detectives:

On November 20, 2023, FPD officers and detectives arrested 35-year-old Christopher Roth-Painter of Frankfort on a Clinton County Warrant for Violation of Probation, Unlawful Possession of a Firearm by a Serious Violent Felon and Unlawful Possession of a Syringe.  On November 30, 2023 an arrest warrant on a FPD case was served to Roth-Painter at the Clinton County Jail.  The warrant was for two counts of Dealing Methamphetamine.  FPD narcotics detectives arrested Roth-Painter for Dealing Methamphetamine in 2019.  He was convicted and sentenced in that case to five years in DOC and two years on probation.

On November 30, 2023, FPD officers and detectives arrested 56-year-old Stacy Rigdon of Frankfort on a Clinton County Warrant for two counts of Dealing Methamphetamine.

On November 30, 2023, FPD officers and detectives arrested 33-year-old Ashley Applegate of Frankfort on a Clinton County Warrant for two counts of Dealing Methamphetamine and one count of Dealing in a Substance Representing a Controlled Substance.

On December 7, 2023, FPD officers and detectives arrested 43-year-old Hollis Winnett of Frankfort for three counts of Dealing Methamphetamine.  A habitual offender status was also filed by the Clinton County Prosecutor’s Office.

On December 7, 2023 FPD officers and detectives arrested 22-year-old Maxwell Arnal of Kirklin for two counts of Dealing Methamphetamine, one count of Possession of Methamphetamine, Resisting Law Enforcement with a Vehicle, Reckless Driving and Driving while Suspended.  Officers had located Arnal who fled in a vehicle.  He was apprehended without further incident after a brief pursuit.

On December 7, 2023 FPD officers and detectives arrested 42-year-old Dustin Arnold of Alabama for four counts of Dealing Methamphetamine and one count of Possession of Methamphetamine.

On December 8, 2023 FPD officers and detectives arrested 30-year-old Remington Flick of Frankfort for Dealing Methamphetamine, Possession of Methamphetamine and Possession of Paraphernalia.

On December 21, 2023 FPD officers and detectives arrested 35-year-old Marlaina Lybrook of Frankfort for Dealing Methamphetamine and three counts of Dealing Narcotic Drugs.  Lybrook is out on bond for an earlier FPD Narcotics arrest on May 15, 2023 where she was arrested for Dealing Methamphetamine.

Other arrests made during the operation period:

On December 8, 2023 FPD arrested Charles Michael Smith of Frankfort for Unlawful Possession of a Syringe. This arrest was made during the execution of a search warrant tied to Flick and Arnold.

All cases were reviewed by the Clinton County Prosecutor and official charges were filed.
