Indiana State Police Affidavit Alleges Jail Matron Ashley Kelly Collected Disability While Performing Physically Demanding Activities and Law-Enforcement Duties

An Indiana State Police investigative affidavit filed April 9, 2026 alleges that Indiana State Trooper Ashley Kelly, who has been on full disability status since 2015, has continued to collect full disability benefits while performing physically demanding and law-enforcement related duties.   Kelly is jail matron at the Clinton County Sheriff’s Office.

Background

Kelly reported a line‑of‑duty neck injury in 2014 and was granted full disability in 2015. The affidavit cites early medical findings describing severe impairment, but later evaluations were mixed. The affidavit lists more than $200,000 in disability payments since 2021.

Alleged activities

Investigators say video, photographs and witness statements show Kelly lifting heavy boxes, working out vigorously in the CCSO (Clinton County Sheriff’s Office) gym, wearing a child carrier, riding horses, parasailing and playing golf. The filing also describes Kelly driving long distances, changing a tire along the roadside, and participating in search operations using shovels and other equipment.

Law‑enforcement role

According to the affidavit, Kelly worked alongside CCSO detectives on undercover drug cases, surveillance and jail operations, often wearing administrative‑style uniforms and exercising supervisory authority over deputies and having direct contact with inmates. The document concludes that these activities conflict with her reported limitations and form the basis of newly filed Marion County fraud, theft, and official misconduct charges.
