At approximately 10:38 p.m. Sunday, Kokomo Police responded to on a 911 report of shots fired in the area of 2100 Block of Mark Lane, Lincolnwood Apartments. Additional calls reported an individual was “down” at that location. Officers arrived in the area and located a Dalton Wayne Fisher, age 15, of 2301 North Ohio Street with suspected gunshot wounds. Medical personnel rendered aid, however, Fisher was pronounced deceased at the scene.
Officers also located a female standing near the victim. The female was determined to be Fisher’s sister, Kyli L. Fisher, age 22, of 1610 North Faith Road. Kylie and Dalton Fisher had traveled to Lincolnwood Apartments in a black Pontiac Grand Prix to allegedly sell marijuana. Once at the apartment complex, two black males got into Fisher’s vehicle. An altercation occurred inside the vehicle and several shots were fired. Witnesses observed the two individuals running from Fisher’s vehicle. As a result of this investigation, one arrest has been made in this case with additional arrests anticipated.
Kyli Fisher, age 22, was arrested for the following charges:
- Neglect of a Dependent, Level 3 Felony
- Possession of a Handgun without a Permit, Class A misdemeanor
- Dealing a Controlled Substance, Class A Misdemeanor.
Kyli Fisher was transported to the Howard County Criminal Justice Center without incident. The Kokomo Police Department is asking for information on two other subjects who were observed to flee from Fisher’s vehicle on foot after the shooting. They are described as:
- Light skinned black male, 5’6-5’7, thin build with a distinct flat nose, wearing dark clothing
- Black male, shorter in height, thin build, wearing dark clothing
This case is an active investigation by the Kokomo Police Department and the Howard County Coroner’s Office. An autopsy is scheduled for December 9, 2019.
