Rossville Schools Demonstrate Strong Communication and Preparedness During Community Power Outage

Rossville Consolidated School District staff demonstrated professionalism, coordination, and a strong commitment to student safety during the recent widespread power outage that impacted the Rossville area on April 24, 2026.

Despite the unexpected disruption, staff quickly implemented procedures to ensure a safe and orderly student dismissal. The district was able to efficiently coordinate transportation, bring in bus drivers, and communicate clearly with staff, students, and families to facilitate a smooth transition.

A key factor in the district’s effective response was its focus on clear and consistent communication. Research and guidance from agencies such as the U.S. Department of Homeland Security and the Federal Emergency Management Agency emphasize that plain language, rather than codes, is the most effective way to communicate during a crisis. National Incident Management System guidance specifically discourages the use of codes because they can create confusion across agencies, while plain language ensures a shared understanding among all responders and stakeholders. This approach has been reinforced through coordination with Clinton County emergency responders, where the importance of clarity and consistency has been a central focus.

Rossville Schools utilizes the Standard Response Protocol, a nationally recognized framework that emphasizes clear, direct language in emergency situations. Developed by the I Love U Guys Foundation, the protocol provides schools and municipalities with free guidance, tools, and resources designed to enhance safety through consistent communication. Many school districts across Indiana and the nation have adopted this approach as a best practice.

The use of common, plain language ensures that staff, students, parents, and emergency responders all share the same understanding of a situation. Within Clinton County, the majority of school corporations have adopted this protocol, and its terminology has been communicated directly to local emergency responders. This alignment allows first responders to clearly understand the nature of an incident before arriving on scene, while also ensuring parents receive timely, accurate, and easily understood information throughout an event.

“Communication is critical in any emergency situation,” said Superintendent Dr. Jim Hanna. “Even during something as disruptive as a power outage, our ability to use clear, consistent language allowed us to respond effectively and keep our focus where it belongs, on the safety of our students and staff, while keeping parents informed every step of the way.”

The district’s investment in infrastructure also played a significant role in maintaining communication. Backup systems enabled Rossville Schools to maintain phone, internet, and public address services for nearly two hours after the initial outage. Core systems remained operational throughout the incident due to generator support, enabling continued coordination and communication with staff and families during a critical time.

District leaders noted that every emergency provides an opportunity to learn and improve. Staff are encouraged to share feedback to further strengthen response procedures. As part of ongoing preparedness efforts, the district is also reinforcing the importance of ensuring that emergency kits are fully equipped, including having a working flashlight readily available.
