State Road 38 Closing on or After April 3

The Indiana Department of Transportation announces State Road 38 will close on or after Monday, April 3 for Phase Two of a major pavement improvement project near Mulberry. The closure will be between County Road 350 S. and West Street. Access will be maintained for property owners, business owners and postal delivery.

Crews will be performing a Full Depth Reclamation in the first two miles. Once completed, they will move onto the next section. They will also be working on pipes and ditches throughout the entire Phase Two closure. This section of S.R. 38 is expected to remain closed through mid-November, weather permitting.

The official detour follows I-65 northbound to S.R. 26 east to U.S. 421 south and back to S.R. 38.

This contract was awarded to Rieth Riley Construction for $12.4 million. It involves Full Depth Reclamation on S.R. 38 from Dayton to U.S. 421. Phase One and Phase Four were completed in 2022. Phase Three will happen in the 2024 construction season. The entire project is expected to be completed in July of 2025.

Full Depth Reclamation (FDR) is a rehabilitation technique in which the full thickness of the asphalt pavement and a predetermined portion of the underlying materials (base, subbase and/or subgrade) is uniformly pulverized/reclaimed and blended to provide an upgraded, homogenous base material. The base materials are shaped, compacted, bladed, and prepared for the surface course. The reclaimed materials are then blended with either asphalt emulsion or cement to stabilize and produce a structural base layer.
