FRANKFORT, IN [September 18, 2026] – The City of Frankfort is launching a multi-phase infrastructure initiative designed to smooth select city streets while simultaneously elevating the community’s visual landscape. The “Operation Refresh” will bring improvements to neighborhoods earmarked for numerous infrastructure projects throughout Frankfort by combining both Frankfort Street Department and Frankfort Police Department’s code enforcement efforts.
Last year, the City secured a Community Crossings Matching Grant (CCMG) and will put that funding to use beginning in October by improving the quality of designated streets with paving, ADA-compliant curbs, post, signage, and fire hydrant painting.
Prior to this process, City of Frankfort code enforcement will review properties in the area for violations such as overgrown lawns, litter accumulation, or abandoned vehicles.
“Our residents deserve infrastructure that is both highly functional and a source of local pride,” said Frankfort Street Department Superintendent Brian Killman. “Operation Refresh is about maximizing our city resources. When we bring the heavy equipment out to smooth the pavement, we are also bringing out our sign and painting crews to revitalize the entire streetscape at the same time.”
Code enforcement is currently inspecting neighborhoods. Residents will receive notices to fix any observed violations before paving starts in October.
“This isn’t just about pouring asphalt and filling potholes; it is about stepping up the city’s curb appeal,” said Mayor Judy Sheets. “This clean-up campaign will help make our neighborhoods feel safer and more welcoming. We had a local resident reach out to my office and the Street Department with this idea. I love when our residents take the initiative to better our community.”
The initial phase of improvements is scheduled to begin in October, focusing first on Walsh Avenue, between West Kyger and West Barner streets. The Street Department plans to execute the work in phases to minimize the impact of temporary lane closures and traffic delays.

- West Green Street: Rossville Avenue to Magnolia Avenue
- West Palmer Street: John Street to dead end
