The National Weather Service has issued a wind chill advisory in affect for Clinton and Carroll counties from 1 am Wednesday morning until 11 am Wednesday. Wind chills are expected as low as 20 below zero. The cold wind chills could cause frostbite on exposed skin in as little as 30 minutes.
