The Indiana Connectivity Program (ICP) continues to bring high-speed internet access to unserved and underserved homes and businesses across the state through its state-funded grant initiative.
Designed to connect locations with internet speeds below 100 Mbps download and 20 Mbps upload, the program allows eligible property owners to submit their information through the Next Level Connections portal to express interest in receiving broadband service. Internet Service Providers (ISPs) can then review submitted locations and bid on projects to extend service.
The Indiana Broadband Office evaluates bids and awards funding to providers offering the lowest cost per Mbps to the state. Providers selected for funding must complete projects within nine months of the contract date.
Round 16 Awards
On February 18, 2025, ICP announced its 16th round of awards, committing $620,503 to expand broadband service to 172 addresses across 42 counties. Of those locations, 165 are homes and seven are businesses.
Participating providers contributed an additional $213,763 in matching funds, bringing the total investment for Round 16 to $834,266.

Earlier, on October 16, 2025, the program announced Round 15 awards totaling $654,676 to expand broadband to 156 addresses across 30 counties, including 149 homes and seven businesses.
Providers contributed $1,116,469 in matching funds, bringing the total Round 15 investment to $1,771,145.

How to Participate
Homeowners and businesses with qualifying internet speeds can apply through the Next Level Connections portal to be considered for future funding rounds. Broadband providers interested in participating in the program must contact the Next Level Connections/Indiana Connectivity Program team at NLC@ocra.IN.gov for application instructions.
