Clinton County Sheriff Elect Rich Kelly says it has been a privilege and an honor to begin the process of transitioning into the Clinton County Sheriff’s Office as he has been working diligently with Sheriff Jeff Ward to ensure a great changeover of administrations.
There are many facets of the Sheriff’s Office to include the Courts, the Jail and the Staff, civilian and sworn. It is now my responsibility to bring forth great assets and positive change to this agency. I have recently held open interviews for the position of Chief Deputy. The Chief Deputy is an appointed position and holds great responsibilities as this officer will take charge in the event of my absence.
The process was open to all current Clinton County Merit Deputies with a minimum of ten years of sworn law enforcement experience. I was also approached by a member of the Indianapolis Metro Police Department (IMPD) requesting an interview. With a panel of five judges, including myself, we conducted a formal interview process this past Monday, October 29
Kelly said he is pleased an announce that he has selected Detective Sergeant Todd Lappin from IMPD for the position of Chief Deputy. Lappin is a 20-plus-year member of the IMPD and a 1985 graduate of Frankfort High School. Lappin has a Master’s Degree in Homeland Security Management/Terrorism and has previously served as Detective Supervisor in Homicide, Operations and Sex Crimes for Indianapolis over the last 17 years.
Lappin has expertise in the areas of crime and case investigation, data analysis, data center management, program coordination and leadership, program implementation, community relations, community education, facilitation, homeland security and policy creation and implementation. Lappin brings a plethora of knowledge and special skills that will be vital in expanding the foundation of the Clinton County Sheriff’s Office and serving the citizens of our community.
“I am confident that, together, we will take this agency to a new and exciting level,” said Kelly. “I look forward to what 2019 will bring to Clinton County.”
