Indiana Department of Transportation (INDOT) will host a public hearing regarding proposed road rehabilitation on State Road (SR) 28, from U.S. 231 to the U.S. 52 West Junction, approximately 10.4 miles in length, located in Tippecanoe County. The public hearing will be held on Tuesday, July 9, 2019, at the James Cole Elementary School Cafeteria, 6418 E 900 S, Lafayette, IN 47909. Doors are open to the public at 5:30 p.m. with the presentation beginning at 6 p.m.
The intent of the public hearing is to offer all interested persons an opportunity to comment on the environmental document and preliminary plans for the proposed road rehabilitation. The purpose of the project is to address current pavement conditions by means of full depth reclamation while also addressing the sub-standard sight distances by slightly reducing (flatten) the tops of the small hills that occur along the project length. The project also proposes to widen the travel lanes from 11-ft to 12-ft, widen each shoulder by approximately 4 ft. and grade recoverable ditches to improve roadside safety. Approximately 26 culvert pipes will be replaced or extended as required. No work will occur at exiting bridge over the Big Wea Creek. Mitigation for wetland impacts are unknown at this time but will be determined by Indiana Department of Environmental Management (IDEM) during the permitting process. An estimated 50 acres of new right-of-way (generally 40 feet on each side from the centerline of the roadway) is proposed to be acquired; no property displacements or relocations. The preferred maintenance of traffic plan will most likely occur in three phases, which at times will require lane closures, restrictions, and detour routes, however exact details will be refined when the project progresses to actual construction. The official state maintained detour route will use US 231, SR 25, and US 52, however local roads may be used by local traffic. Access to all adjacent properties will be maintained during construction. Disruption of emergency services and school bus routes may occur but will be notified prior to any construction that would limit or impede access.
